Habermas has very good insight into why Europe and Eurozone are failing some expectations.
His thinking provides a frame work that explains why the current way of building Europe as an elite project driven with administrative means creates a colossal weakling. An entity without ability to form a strong consensus a cross it's population over what is important and what are the actual choices can not choose, and thus show any determined will power or act.
